Who Can You Sell To?

Compliance Guide for Independent Contractors

 

As an advisor with Starfish and Teacups Travel, you operate under our BC travel licence. This licence allows you to sell and service travel to clients in most provinces across Canada. Because travel licensing is provincial, there are a few important restrictions to follow.


✔️ Provinces You CAN Serve

You may book and service clients who live in:

  • British Columbia

  • Alberta

  • Saskatchewan

  • Manitoba

  • New Brunswick

  • Nova Scotia

  • Prince Edward Island

  • Newfoundland and Labrador

  • Yukon

  • Northwest Territories

  • Nunavut

👉 These provinces are permitted under our BC licence.


❌ Provinces You CANNOT Serve

You may NOT book or service clients who live in:

Ontario

Regulated by TICO. Travel sold to Ontario residents must be handled only by TICO registered agencies.

Quebec

Regulated by OPC. Agencies must be Quebec registered and individual advisors must hold a Quebec Travel Counsellor Certificate.

👉 If a client lives in Ontario or Quebec, you cannot quote, book, advertise to, or service them.


✉️ Responding to Prospective Clients in Ontario or Quebec

Use this message if someone from these provinces reaches out:

Thank you so much for reaching out. At this time, Starfish and Teacups Travel is not licensed to serve clients who reside in Ontario or Quebec. I am not able to take on bookings from those provinces, but I truly appreciate your interest and wish you all the best with your vacation planning.

Be polite, brief, and do not make exceptions.


🏠 Existing Clients Who Move to Ontario or Quebec

If a current client moves to Ontario or Quebec:

✔ You may finish any existing active booking
❌ You may not take new bookings from them going forward

Next steps for the CRM:

  • Update their address to reflect Ontario or Quebec

  • Add a note such as: “Client now resides in Ontario or Quebec. No new bookings permitted under current licensing.”

  • Apply the correct tag your workflow uses for “Do Not Book” or similar

📣 Advertising Rules

Advisors must NOT:

  • Target Ontario or Quebec residents in ads

  • Use location based hashtags aimed at ON or QC

  • Participate in lead generation events directed at these provinces

General Canadian marketing is allowed as long as it does not specifically target clients in these provinces.

🛡️ Travel Insurance Rules for Advisors

Selling travel insurance requires separate licensing. Until you are licensed, you must not quote, sell, or advise on insurance. You may either:

1) Refer clients directly to our trusted Manulife partner

2) Become provincially licensed to sell travel insurance yourself
